FTP - bandwidth limit per user

Is it possible to configure bandwidth limits on FTP per the connected FTP user? I've seen some mention of specifying a user config dir such as:

user_config_dir=/etc/vsftpd/users

Does anyone know if this is supported/used it in Merlin/Asus?

I haven't tried it myself but try using local_max_rate and see what happens.
