Guest Wifi with bandwidth/QoS hierarchy

HI,

My sister-in-law has a house with two AirBNB-lettable premises co-located.
She has a single ISP providing internet connectivity. She wants a good setup for her self and her AirBNB guests.
She does want a Mesh Wifi system across the whole place. She is not very tech-savvy herself so I'm seeing what I could setup for her.

She wants to provide two guest SSIDs, and have a third for her own use. She wants to provide guaranteed bandwidth to each guest in upload and download directions.
She wants to provide guaranteed bandwidth for her own use too.
Ideally she'd also like to provide some physical ethernet to each guest and herself, participating in the same guaranteed bandwidth schemes as their wifi.

ASide from guaranteed bandwidths she would like the guests to be able to use additional available bandwidth when available, so they get to use the full ISP provided bandwidth when she isn't using any herself. ie. they should have full access to the non-guaranteed bandwidth.

What woudl be the best home setup for this please? Asus routers can provide the separate guest Wifi network over Mesh, with bandwidth *limiters* but not provide it as part of a QoS scheme as described above. Does the community have any recommendations please?

Just a warning to your sister - sharing Internet from an ISP account registered on her name means she takes responsibility for all online activities. That means some random person who used the room did something illegal online and whoever is after this person comes to your sister with questions.
 
as @Tech9 points out - sharing WiFi is risky for the AirBNB host, and also for the Guests...

It's everything from DMCA actions to Kiddy Porn and other unsavory behavior, including hacking the router itself to put other guests (and the host that is sharing the wifi) at risk.

Best option...

Managed WiFi - similar to other hospitality use cases (hotels, coffee shops, etc), there are service providers out there that do this kind of business for folks that do AirBNB (and other short term rentals).

And I should point out that the managed service providers not only handle the technical side, but also can ensure that the legal concerns can be addressed for the host.
