How is ISR different from a router?

Can you call an ISR a router? or is it somehow different from a normal router,for example cisco 2911? The information on this area is very different from each other. Therefore im asking here, to see if someone can help me on this.

ISRs are routers with advanced features.

You can manage ISRs using 'Cisco Configuration Professional (CCP)' GUI tool (requires client side Java RE) or dive straight into IOS CLI.

Initial basic setup can also be done via web interface called 'CCP Express' without the need for using full blown CCP.
