The /jffs/scripts/ directory will normally be empty unless you have installed some third-party software.
As per the wiki, if you want a script to run on a certain event you have to use the exact file name associated with that event. In your case it's "nat-start" (there is no file extension and it is case sensitive). If you were to write your own general purpose scripts they can be called anything you like, however by convention they usually end in ".sh".
