/jffs didn't keep my changed transmission settings and neither did the ones I found in ~/.config/transmission-daemon either.

Found out it's stored in the entware drive. Man, Linux gets confusing sometimes.

Code:
# readlink -f /opt/etc/transmission/settings.json
/tmp/mnt/entware-usb/entware/etc/transmission/settings.json

Yes. opt is a symlink to the entware folder on the usb storage.
If I'm understanding right you want to download the json settings file for editing? Why not just edit it in place? If you're changing settings don't forget to stop transmission first then start it again after - transmission overwrites the settings file when it stops, which will happen on reboot.
