Is the L2TP Client L2TP/IPsec? Or just L2TP?

Wow, Ok. I was using the L2TP with expressVPN thinking I had an encrypted connection. L2TP by it self is not encrypted, right? lol

Correct, not encrypted, that's what the IPSec adds. You'd need to use the OpenVPN client if you want encryption. PPTP should not be used.
