Motherboard NIC slow

I'm having a problem with my motherboard network, it seems to be failing in the OSI layers 5-7. I have done everything like reinstalling the drivers, given the standard repair in windows 7 ultimate which it tells me everything is OK.

However whenever a load outlook or even a web browser it will not receive anything. I'm using openDNS as my dns servers. What should I do? Install a seperate NIC?

Can you ping anything inside your network? Can you ping outside? Can you ping IP and hostnames?

OpenDNS won't have anything to do with this if you can ping outside IPs and hostnames without issues.
 
I deleted the adapter in the Device Manager and re-installed it and it seemed to clear it up. Don't know if the driver didn't fully initialize or what, but it's working now.
