The no filter on pi hole means that it's traffic doesn't get perverted/polluted in any way while setting the global to "router"means that the pi hole address placed in lan dns1 will be enforced among all devices "I.e. Smart devices that may have hard coded dns will be forced through pi hole". It is the same as using iptables to do the same thing.
