Not bypassing router dns settings

Hello. I have an asus rt-ac68u and I have a pihole raspberry as dns server. If one client of the router wants to bypass the pihole, he/she can put any dns server that wants in the client settings. Is it possible to restrict it? I want all the dns traffic being handled from pihole. Thank you.
