Open VPN keeps re-enabling

I have open vpn setup on my Asus RT-AC68U with latest Merlin firmware. I only want to use it on occasion. When I turn it off it always re-enables itself within a day or so. What am I missing? I only want to use it on occasion. Thanks in advance.

Disable the option "Start with WAN".
