OpenVPN Server limit bandwith/speed

Since we can run multiple OpenVPN server instances I wanted to create one with higher priority and one with lower priority.
Basically the lower priority OpenVPN server should be limited in the maximum upload/download speed.

Is that somehow possible within the OpenVPN server settings?
