Can't figure out why my router is constantly trying to connect to this IP, any ideas?

Must be in an ntp pool (port 123 is ntp).

looks like it is but why is it checking with a time server in Russia?

Depends what pool you use. I use us.pool.ntp.org myself.

Thanks I was using pool.ntp.otg I guess that picks randomly. Changed to my country's pool
