Please help newbie with QOS

Could someone please walk me through how to use QOS? I am using a VOIP adapter and need to give it priority to prevent choppy phone calls.

I set up a user defined rule giving "Highest" priority using the IP address for "ANY" protocol. However, i don't thinking am doing it correctly. When I go to Traffic Manager, the QOS is set to OFF when I turn it "on", it won't let me save it unless I enter some values for upload and download bandwidth.

I am assuming my rule is useless until I set QOS to "ON"? If that is true, what values should I use for upload and download? My download speed is around 13 Mbps and my upload is between 1.5 and 1.9.

I am on Merlin version 270.25. Thanks for your help.
 
Set download to 13 Mbps, and set upload to 1.4 or 1.5 Mbits. After that you'll be able to turn QoS on, and configure it.

I have a rule using my ATA MAC address here to handle VoIP traffic.
 
A little off-topic , but am I right in thinking that if the max bandwidth is not reached on a internet connection that QOS doesn't kick in at all , it just starts prioritising when limits are reached?
