QOS: are priorities per IP or cumulative?

I have several devices I classified as "Lowest priority" in the "user-defined QOS rules".

Next, on the "user-defined priorities" I set a limit of 10% maximum for upload and download for the "Lowest" priority devices.

The question is, is the 10% per IP or cumulative? If per IP, it would mean two devices at full throttle would end up using 10%+10%=20% of my total bandwidth. 10 of them could use 100%?

I cna understand the desire to have them cumulative so that bandwidth usage can be more predictable, but my reading of the interface they appear to be fairly clearly per IP.

I was afraid of that, so what I am thinking of is associating the "Lowest" devices to the SSID of a second AP and connecting that AP to the main router via LAN cable. Hence, my new question how to limit the throughput on one of the LAN ports of the main router.
