Qos settings for Skype with low latency

Hi, there are some users in my network who are streaming videos, downloading all the time and that affecting my Skype calling

Does anyone know how to build an Qos setting for surfing the web and using Skype with a low latency ?

If it is possible, please provide some screenshots as a guide.
