I'm capped and need to limit video devices to SD quality bandwidth. What firmware is good for restricting bandwidth by device?

QoS will not work, I need to set a specific bandwidth number.
 
Not supported on stock or Voxel firmware. You might have a look at Open/DD-WRT (if they support it, as I don't know). NETGEAR only has that feature in its Advanced QoS. All other models that use Dynamic QoS do not support it
