RT-AC68U QoS upload limit FW 376.45

I don't if this a problem with the firmware or the way Asus implement QoS but my upload randomly gets slower. 2days ago I got upgrade my upload to 11Mbps but the router capped it at .70Mbps then though out the day it when down .24Mbps. Until today I reset both the modem and the router. That got the upload speed up to half of 11Mbps. I finally got the correct upload speed by deleting all the rule and reapply them. Is QoS buggy? It seems to only limit uploads but not downloads. QoS doesn't seem very useful. How does it Prioritize real time connection like gaming or VoIP? It just manage uploads and ensure it has enough bandwidth to keep it from lagging? Does it do more than that? I don't understand what makes Asus's QoS smart.

With 100Mbps Down and 11Mbps Up should I even use it. I had QoS on because user complains their games lag, but I don't think it improved anything.
