why v_383 reboot worked normally. I have downgraded to 383

What's 383? There is no such version...

As I said, rebooting works fine on my own RT-AX88U, so it could be something you have configured (a USB disk for instance) that's causing the reboot to behave differently.

Just use the firmware's own reboot service instead, it goes through a more lengthy shutdown process than the reboot applet.
 
I did a mistake, my mean I downgraded to 384.9_0.
Maybe JFFS partition caused this problem.

Doubt it, unless your JFFS partition is corrupted.

The reboot applet's code hasn't changed in months (if not years). I know a few users reported that it sometimes (not always) fail to complete the reboot on the RT-AC86U, which uses the same architecture. Rebooting through the service should be more reliable overall.
