There are so many reasons for packet loss, and turning it off is very ambiguous. Your loss can be due to your houses wiring for DSL and cable. It can be due to wireless issues, it can be due to your provider, and can be due to the sites provider, etc. It can be many permutations of why too. For example, bad wiring and an overloaded router that your provider uses.
I was hoping that you would explain just a little bit more about your packet loss. This way perhaps, one of us may point you in a direction to resolve it, or how to handle it if it is your provider.
