TP-Link TL-PA8030 - Odd Throughput issues

I have 2 TL-PA8030 TP-Link adapters with the most recent firmware as of 6/23/16.

I have them plugged in on the same circuit, 6 ft from each other (trying to make debug easy).

The utility reports a throughput of 1202Mbps.

When I connect to a lan port, I can't get actual data throughput better than 5Mbps in one direction (download from my device's perspective). The other direction (upload) seems good.

I am at a loss for why the actual download throughput is so poor. I have nothing else plugged into either outlet. For some reason, I just can't communicate one direction very well.

Prefetching questions:

These are the only 2 powerline devices in the house.
I'm measuring throughput with both iperf and internet speed tools.
It occurs at further away locations as well, I was just trying to eliminate variables.
 
What kind of thruput are you actually seeing across the link?

TPLink's PLC reports the PHY data rate, which is not the Network Data Rate... I've got a longer run, and it hops a breaker, so I see around 400Mbps PHY rate, and about 100Mbps network thruput - which is ok, considering the breaker hop and 30 feet direct (probably with the loops in the wiring, it's closer to 50 feet).
 
I went ahead and returned the TP-link and picked up the Zyxel PLA5456.
So far so good. I'm getting at least the bandwidth of my internet connection (40/20)
 
Well that didn't last long. Life of one of the PLA5456 units was 5 hours. All lights on the unit are off. Changing outlets shows no sign of life.
I'm going to try a comtrend and see if the reliability is better.
