TP-LINK TL-PA8030P utility question

I was reading the TP-LINK TL-PA8030P review and saw the pictures of the utility program. It looks like it requires you to use a form of QoS even if you don't want to. Is this correct?

Here is the response from TP-LINK. Sorry it took so long.

Sample Application Mapping
This window allows user choose one application to let the powerline forward it in highest priority.

Advanced Priority Mapping
There are 8 IP precedences, but the Homeplug AV only allows 4 levels of Channel Access Priority, CAP 0-3.

8 IP precedences need to map to 4 CAP.

The page allows one to adjust the mapping. For example, if you map the lowest IP precedence 0 to the highest CAP 3, the traffic with IP precedence 0 will be forwarded in highest priority.

Unless the powerline bandwidth is fully occupied, the QoS improvement may not be noticed.

What the hell does that even mean?

It looks to me that you can select the "Advanced Priority Mapping" radio button and put everything to CAP3, which should make everything the same, highest priority.
