Unable to change Smart Connect Rules

I can alter the settings on the Smart Connect Rules page, however selecting "apply" does nothing. The settings all revert to factory levels after navigating away from the SmartConnect settings page.

Smart Connect is enabled on the Wireless advanced settings page.

Anyone experiencing something similar?
