Wifi scanning tools

Occasional Visitor
Hi,
I just stumbled into something I was never really recognizing.
Different tools like Inssider, Acrylic Wifi and Homedale show the correct Primary channels but different secondary channels when networks use 40Mhz bonding.
So how could I tell wich channels are really free?

For Example:
A network is broadcasting at channel 9.
All tools are showing that correct.
But Inssider shows channel 13 as secondary, Acrylic and Homedale however are showing 9 as secondary.

As I live in Europe, it could be both...but wich is it truely ?

PS
I hope I didn´t miss a thread that already covers that topic.
