Is there anything out there that could take a local music library and present users with a web interface for streaming music, and assembles playlists based on a genius- or Pandora-based selection algorithm? I have a lot of music and very limited bandwidth here.

Vibe Music Server can be use internally or externally. You can add playlist and more.

I've use this a very long time ago and most of all it's still free and opensource now.. Still works out for those that don't have there own Network Media Servers.

Just need one PC or source of the music media. You would only assign permission to those you want to access your media. You can monitor their actives on your server too. Very interesting program to use on Windows 200 and up. Since it's uses a web browser your not limited by software or updates.
