2.5G WAN port on GT-BE19000AI throttles uploads

When I first set up my GT-BE19000AI a few weeks ago, I decided to use the 2.5G WAN port (eth1) and leave the 10G available for the internal network since my ISP tops out at 1G. But I started noticing that my upload speed was severely capped, around 15Mbps up, vs 1000 down. I tried just connecting my laptop directly to the ONT, and in that case I get the full 1000/1000 up/down.

QoS/Adaptive QoE is off, none of the "AI" features are turned on, bandwidth limiter is off, and all of the "Switch Control" options are disabled. I've tried multiple reboots with no luck.

I finally gave up and decided to just try switching ports, and if I switch to the 10G WAN port (eth0 internally) everything works fine at 1000/1000 with no problems. Since this is a very new model, and both the upstream and merlin's versions of the firmware are both very new, is there any chance that something is running on eth1 that's causing this problem? Or do I likely just have a bad physical port on here? (but if so, why would it only affect upstream, and not downstream?) Any help appreciated.
