Hello. I have an Aimesh network with ac68u and ac86u. The ac86u is on 1st floor and the ac68u on 3rd floor. The ac68u has one smart tv as a client. Can a restrict the access of this smart tv to the 1st floor ac86u router clients?

A guest WLAN can restrict access, but there are conditions that may be too limiting. AiMesh 2.0 in beta will broadcast guest WLANs index 1 across all nodes.
