After password change, cannot login

I've setup two ASUS routers before with ASUSWRT-Merlin and had no problems, but today I bought a third RT-AC86U off eBay and it's kicking my butt.

During initial setup, it asks me to set the password as usual. If I try to login after I set it, it never takes my password. admin/admin does not work either. Captcha comes up, try a few more times, and nothing. The only way back in is to factory reset it with the switch.

I've done this about 4 times. Every time I set or change the password, I cannot get back in with that password. Any ideas?

Perform a hard reset on your router: https://www.asus.com/support/FAQ/1039078

Remove any USB devices.
Use only simple alphanumeric characters in your user names and passwords (no symbols or non-English characters).
Keep the length less than 15 characters.
Try using a different browser and/or PC.
