I wonder what the maximum number of characters of the login password and which characters can be used with Merlin firmware for ASUS RT-AC88U Router (384.3 Beta 2)?

16 chars (and increasing is not possible as it would break backward compatibility).

No idea on which definitive list of characters are safe. Just stick with simple alphanumeric.
