They are what they say they are. The Link UP/DOWN messages are wired devices connected to the specified port being activated and deactivated (e.g. powered on/off, rebooting or sleeping/waking). The wlceventd messages indicate that the specified WiFi client has connected or disconnected.
 
I get this with a smart tv i have connected by wifi. When it is off I start getting that log spam with its mac. Probably has to do with a remote wake or something, the tv has no opption to turn that off but we do use the feature. For instance play a youtube video to the tv and it turns it on. its quite annoying I want to look into a way to stop the messages from flooding the logs.
