CakeQOS Cake-autorate

A compromise that is probably not ideal for gaming. The defaults are probably better for gaming. But testing and data is needed.

the config file does not has these entries. I manually copy pasted them using nano into config.primary.sh in /jffs/configs/cake-autorate. If i remove them the system will revert to default?
