D-Link DGS-1210-28P (F3) -- Cannot access WebGUI after factory reset.

Hi all,

Pulled this out of the garage today, where it has sat since I took it from a customer's site (they upgraded). I have some IP cameras sitting around I wanted to mess around with so I've been trying to get this damn thing operational. I followed the instructions via the manual (and what others have mentioned online). I can ping 10.90.90.90 but I cannot access the WebGUI in Chrome, Firefox, Brave, Edge, or Internet Explorer mode in Edge. I also am not able to telnet into it. I was able to find a copy D-Link's Network Assistant on one of their foreign/European websites and gave that a go. DNA is able to see the switch online, but I can't do anything with it. In the "Auth" column, the icon says Locked. I can click it to go in and enter the login/password (admin/admin) but it says incorrect username/password. It kind of feels like the factory reset didn't take, but I have reset it 10+ times so I'm not sure what's going on.

Has anyone else come across this issue with one of these D-Link switches and figured out a solution?

According to the manual, when connecting to the default IP (screenshot: 10.90.90.90), you only need to enter the password "admin". However, I am unable to access the WebGUI. Elsewhere in the manual when looking at the CLI section it says both username/pass are "admin" but when entering that info in DLinks Network Assistant utility it gives me an error like in the video I linked in my first comment.

The switch isn't connected to any part of my network, it's just the DLink and my laptop. Someone elsewhere mentioned it likely has a bad web / management interface if I can't access it via a browser or telnet
