If someone is using this on their local machine on the network, is there anyway of forcing them to use my dns servers or blocking it?

Don`t know if i have a good answer, Using DNSCrypt-proxy on the router so never tried blocking it
You could try with DNS-Filter if you know what device is using DNSCrypt-proxy.exe and force that client to use cleanbrowsing-family it should block proxy/vpn
