Enforce https in my home network to all devices

Force? What happens if there's no https version?

There is HTTPS Everywhere but it is a browser-extension ran at the client, not the router.

Not at the router level. This can only be done either by the client (so it knows it has to attempt to reconnect using TLS) or at the web server level (so it can issue an HTTP 301 redirection request to the client).

Might be possible by using a proxy on your LAN, but that's a bit ham-fisted for such a specific scenario.

There's a risk there - folks might think they're on a secure connection when they are actually not...

The browser plugin approach is probably the best solution - and newer browsers are better at things in any event.

From where can I start? And what if I want to set it for a specific websites only? Not redirect all websites.

Sorry, I can't give you any additional details, as it's not something I have ever done or researched. Try a Google search based on your needs, maybe look for something based around Squid.

If you want to force you're looking at a proxy like squid. The process is very complicated and not all websites have https.

If a http website is blocked there could be a few reasons. Chances are your ISP is performing filtering and may be looking at the traffic content to determine whether or not to block. Check if you have parental controls or content blocking enabled. If this is the case using a web proxy outside your ISP or a vpn service would bypass it.

another reason is that you could be running your own filtering software (i.e. openDNS anti phishing and malware, anti malware on PC/router) or your router/PC may be infected that it is redirecting.

but it is up to the ISP to enforce it. In the UK student ISPs do not follow court orders for blocking certain websites.

There are many ways to "block" (or bypass) and ISPs cannot control all of them.

China, for example, is nothing like your UK scenerio...
