We've seen this reported on more than one occasion. It's believed to be malware.

Factory reset your router, update it to the latest firmware and manually configure it. Do not enable Web Access from WAN (Administration - System).

Web Access from WAN is (and was always) disabled including SSH.

I believe Asus updated its firmware to remove that file as well as other known malware files (fyi: the /jffs/etc directory shouldn't exist at all). But you still have the remnants of the original infection.
