Is it possible to add an option on the "Restore/Save/Upload Setting" WebGUI tab to save to a USB drive that is connected to the router ?

Well you can just save it to the USB drive (if that is shared on your LAN) right now.

That would likely exhaused the allocated upload memory of the built in webserver if the usb device is too large.
There are scripts floating around in the forum that do this time based to another device.
