Help With Dual WAN in Load Balancing Mode

I'm running 386.3_2 on an RT-AX86U.

So I'm trying to operate as "load balanced" while having 4 specific devices always go through WAN 2. I check which WAN is in use by running a speed test and checking the servers used.

I thought I had everything working then added the 4th device and bang! now everything is back to going through WAN 1. Attached is the settings page - if the syntax is wrong please let me know. I've rebooted and re-clicked "Apply" to no avail.

I've seen some other posts saying the code is and has been unreliable so this may be unsolvable.

Thanks in advance for any help or commentary.
