I could not access Pornhub although I set up the VPN. MY country blocked Pornhub, so I have to turn the VPN on with routing policy

Your set-up of the OpenVPN client is wrong ; you should specify the LAN IP addresses of the devices you want to be protected by the VPN in the source IP and leave the destination ip empty.
You also need to define your LAN client with static IP.

No, I read the tutorial. It stated that if I want all devices went through VPN with specific Destinations. I just put 0.0.0.0 in the source IP and the destination IP. I tested, Xvideos range of IPs worked seamlessly with all devices but the IP of Pornhub does not work.

My guess on the issue: Are your DNS queries going through VPN \ using a VPN DNS server or still using your ISPs DNS server ? I suspect you may not be resolving pornhub DNS names since your ISP is blocking those queries as well.

Good guess. I tried to change the DNS server to Adguard DNS server, not using the default DNS of my ISP. However, I still could not access Pornhub, weird

Maybe...
SNI(Server Name Indication) issue. You need to use ESNI(Encrypted SNI). You may try Firefox(ESNI setup needed) to do so.
I tried it with Surfhark (VPN APP on Windows). The site works well, however, if I quit the app and use the VPN I set up in router, I can not access the site

Be sure there are no secondary domains involved in loading the page (like a CDN such as phncdn.com) which may resolve to IPs outside of your ruleset.

Folks, let's keep the posts focused on helping solve the technical problem. I've deleted off-topic posts and will delete others posted.

Accept DNS Configuration = Exclusive
Have you tried that?
or you can try to add in custom configuration: (can change 1.1.1.1 to something else if you like)
Code:
dhcp-option DNS 1.1.1.1
push "dhcp-option DNS 1.1.1.1"

Since you don't control the target IPs, it's likely 66.254.114/23 is not enough. Just a quick look on here cyberscan.io shows other IPs. Don't you want to give feedback during/after watching? Well, that's on another set of IP (104.17.x.x). Same thing if you ever need help from their customer service. That might not cover CDN IPs, which may be geographically-dependent.

Might as well just turn VPN on/off, without routing, for the session. How long are you going to be on it anyway? But that makes per PC VPN a better option. Unless, you are running an Internet cafe...

... indeed, would be much easier to use a specific PC with static IP and declare it as routed device with VPN iface and force VPN DNS .... but it seems too easy for our friend ....
