I am posting this to save everyone else 3 hours when they run into this issue.
This morning I tried to activate an iPhone teather failover using the USB modem option within the Asus Merlin interface (3006.102.5) but it simply would not work, just constantly showed offline no matter what I did.
Whilst the iPhone showed that a decived was actively teatherd to the phone, the Asus router would not give me an internet connection.
The service is not very strong at my place but browsing on the phone works fine (2 bars) and so as a last ditch effort I decided to put the iPhone outside on the balcony using a long USB cable. I got 4 bars and instantly it started working.
So the Asus interface will simply not connect if the connection on the iPhone is too weak.
Maybe we can provide a more detailed error in Merlin to show this to save people hours of messing around like I did.
