how to refresh iptables without rebooting the router (reboot). If so, what does restart iptables command?

service restart_firewall

Maybe you can even solve my other problem.
They try to redirect outgoing traffic on one port for openvpn.
Apparently correct iptables rules but unfortunately traffic does not go through openvpn?
