Transmit power limits apply per radio. Radios can have one or more chains. A 3x3 radio has three RF chains (transmit/receive pairs).

So each of the two 5 GHz radios in an XStream design can operate at the maximum allowable FCC power.

Exactly. I have zero experience to say whether it happens or not, but that does mean that a device that has a single RF chain could have higher power for that single chain than one that has, say, 4 chains.

Of course one of the perks with MIMO is that you can do constructive interference to enhance the radio strength at the recipient, which you cannot do with SISO. I am also curious if the number of RF chains influences the amount of gain possible with constructive interference. Also, perk to MIMO, significantly higher speeds.
