Netgear XAV5501 Performance

I have a pair of Netgear XAV5501 in a reasonably new apartment building. I read online reviews were the worst case scenario were about 20-30mbps. However, when I got the adapters, I could only get 3-5Mbps (400KB/s). I tried several outlets all with the same result. Is there anything I can do to improve things?
