Open VPN router setup client or Server?

Hello all. I am trying to discover the difference between setting up a VPN router as either a open vpn client or server. Which one is better? Do the clients need anything additional for either?

VPN Server: Your clients connect to the router, acting as a server (when you are in a public place and want to access your LAN using your laptop)
VPN Client: Your router will connect to a VPN server, everything connected to the router will have access to the VPN resources (when you use services like airvpn)

Thanks for the simple breakdown. I wasn't too familiar with this type of setup for a router.
