I am unsure what happened. I enabled telnet, did putty, flashed while in recovery and now I get a 404 error when I try to go to 192.168.1.250, same error shows if i try going to the debug page.
I confirmed that the router IP changed to .250 after doing cmd-ipconfig, I also pinged it and got ttl 64 back.
I flashed via the tftpd64 method per netgear instructions - interestingly the transfer only completed when i changed the host ip to 192.168.1.1 instead of 192.168.1.250
