Possiable to block all traffic not going through a vpn

    Got a question from a friend asking if it was possible to block all traffic not going through a vpn.

    My understanding is the condo complex he working with wants to keep people from abusing the internet they provide or at the least for them to use a vpn so they are not getting death treats from at&t.

    Any ideas?
