qos interferes with lan printer website.

I've had this bug come up several times for me and never quite figured it out until now.
When
Enable Smart QoS
is on, I cannot access my printer http://192.168.1.4 which has a config website it runs. I was using traditional.
I turn off the feature, and my printer instantly works.
