QoS not working. [RT-N12 D1]

Hi,

I bought this router about 3 days back and I still can't get QoS feature to work.

I'm new to routers so please don't mind if you find some newbie questions/steps in this thread.

I basically want to limit speeds for certain devices on my network.

What I did:-

1. Traffic Manager

2. Enabled Smart QoS

3. Set my upload bandwidth to 10 mbps and download bandwidth to 16 mbps. That's my internet speed provided by the ISP.

4. Under "User-defined priorities" tab, set "Lowest" priority -upload- speed to minimum 2% and maximum 10% (0.2 ~ 1 Mb/s). I also set the "Lowest" priority -download- speed to 7% (0 ~ 1.12 Mb/s)

5. Under "User-defined QoS rules" tab, selected the device (in this case, an android cellphone, SGR) IP, left Destination Port and Transferred fields empty, set Protocol to "Any" and assigned "Lowest" priority to this device. Clicked on the + sign and clicked apply.

Now when I tested the internet speed on that device using Speedtest.net app, I can see that device can use the full bandwidth of 16/10mbps and not just 1 mbps that I want it to. I even tried torrenting a movie on it and it used the full bandwidth.

At first I thought it was some firmware issue (I was on the latest one). So I tried downgrading, but didn't help. Same issue.

What am I doing wrong here? Can someone please guide me?
 
Asus' QoS doesn't work like want you want.

When a single device is downloading, it will get the max available. If other devices start demanding bandwidth that is when they will be throttled as indicated by the rate limits entered.
 
The firmware has the capabilities to rate limit (IMQ/IFB modules along with numerous queueing algorithms) but nobody has fixed the traffic-shaping script.

If I understood how to use "tc filter" and iptables I would fix it myself, but...
