Router for VPN

I volunteer at a local charity and they asked me about setting up a VPN for remote access to their local network. They are Verizon FiOS connected via ActionTec Rev.F router. My understanding is this router does not support VPN natively, so I wold have to connect an external router configured for VPN.

I have two spare routers (Netgear R6200V1 and Belkin N+) neither of which can do dd-wrt. So my question is what cheap router should I get for them to just run VPN? Are there other options? Does anyone have experience with a 2nd router behind a FiOS router for VPN?
 
Their FiOS internet speed is only 25mb and their up/down would need to support remote operation of their PCs (only 2 remote connections and any given time).
 
Hi!

Have looked into PFSense, IPcop or Smoothwall? AFAIK they support (open) VPN, software is free, the only hardware you'll need is an old PC with (at least) two NIC's.
