RT-AC68U - Download manager empty task list and stuck after router restart

the task list is empty after router restart..

i found out the "way" for this.. disable and enable download manager..

now the complete list is there

but nothing is downloading.. all the list says downloading but nothing is downloading.. net is on.. if i see from windows i can download what i want to download.. but router download manager is saying downloading but everything says 0 KBps.. as shown below:
