RT-AC68U script to keep static arp (-s) between reboots?

Hi
In order to get Wake on Wan working with stock firmware on AC68U I have to set static arp by command:
arp -s IP MAC

That didnt survive reboots.
Is there a starting script somewhere where I can add that command to run after reboot?
I have read its possible with some USB device added (jffs), but can it be done without any usb device attached?
 
You need a custom firmware for this.
