RT-AC86U cannot access Webmin.

Replace this router with something else to save further frustration. AC86U has high failure rate history, software bugs and it won’t be getting much firmware updates.

What would you recommend, with the features that Merlin brings to the table (Whitelist / Blacklist Wifi access, Time of day access / Block). I use the Time of day scheduling in Parental controls section to Block / Unblock certain devices when needed.
 
What you need is available in stock Asuswrt. You don’t need Asuswrt-Merlin. RT-AX86U is a popular model with RT-AX86S as cheaper alternative. If your budget allows GT-AX6000 is the latest and fastest hardware model. All supported by Asuswrt-Merlin and have available 388 code base stock Asuswrt (coming soon for GT-AX6000).

Unfortunately my budget does not support any of those. AX86S is still (AU) $400 :(
 
This Reset button does exactly what it says - resets the router to factory defaults.

If the router is going straight into Recovery Mode after Reset button - something is wrong with it.
Just saw this today so excuse my late recommendation.
I asume your webmin is running on your desktop computer that you are working from. So the router should/might not be the issue as its a local connection. Unless you've changed it webmin uses port 10000 so you can access it from your browser via http://localhost:10000 or http://127.0.0.1:10000 but if you've changed from the default it could be different.
Of course if you are absolutely sure of the IP of where your webmin is istalled/running use that http:/192.168.0.x:10000 or whatever the IP is.
I've been using webmin for 20+ years on all my servers and systems with excellent results.

He didn't mean Webmin (the software). He should have said "The router's admin interface", e.g. http://192.168.1.1:80
